Preamble

These internal rules are intended to supplement and clarify the statutes of the TIKVA SECOURS Federation (FTS), whose registered office is located at 1 rue Omer Talon – 75011 Paris, as well as those of all its affiliated associations TIKVA SECOURS (TS).

They are binding on all persons participating in federal life, in whatever capacity: members, adherents, directors, volunteers, salaried staff, representatives and agents, including new members.

The internal rules are available at the registered office of the Federation and each affiliated association. A copy is provided to each member upon joining. Any amendment is communicated to all members.

The provisions of these internal rules must be interpreted consistently with the statutes. In the event of a conflict, the statutes prevail.

This document sets out the internal, administrative, financial and disciplinary rules applicable to the TIKVA SECOURS Federation and its affiliated structures.

Title I: Membership and member status

Article 1 – Admission of members

The TIKVA SECOURS Federation may welcome new members at any time, subject to compliance with the conditions and procedures defined below.

1.1 – Affiliation of associated associations

Any association wishing to be affiliated with the TIKVA SECOURS Federation must:

  • Designate a single representative, who must be a natural person;
  • Inform the Federation without delay of any change of representative;
  • Submit the designated representative for approval by the Federal Board of Directors.

The same legal entity may only designate one representative.

The representative of an affiliated association:

  • May not combine this role with that of an individual member of the Federation;
  • Has a single deliberative vote in federal bodies.

In the event of exceptional incapacity, the association may designate a special agent or provisional representative for a maximum period of three months, without creating any additional voting rights.

1.2 – Conditions for admission of individual members

To be admitted, any individual member or representative must:

  • Be of legal age;
  • Enjoy their civil rights;
  • Obtain approval from the Federal Bureau;
  • Read the statutes, these internal rules and the ethics charter, and undertake to comply with them;
  • Pay the annual membership fee, unless otherwise provided.

Delegation presidents are ex officio members of the Federation.

1.3 – Membership procedure

All membership applications must be made in writing and addressed to the Federal Bureau.

The decision to accept or refuse is notified to the applicant within a maximum period of three months from receipt of the application. The Federation reserves the right to refuse any membership application without being required to give reasons.

Article 2 – Categories of members

In accordance with the statutes, the TIKVA SECOURS Federation is composed of the following categories:

Active members: they participate in the actions and activities of the Federation and may, where applicable, be subject to an evaluation period.

Honorary members: this title is awarded by the Federal Board of Directors to persons who have rendered notable services. They are exempt from membership fees and have an advisory vote.

Benefactor members: they provide financial support to the Federation or its activities and have an advisory vote.

The President of the TIKVA SECOURS Federation is an ex officio member.

Article 3 – Membership fees, contributions and donations

3.1 – General principles

Membership fees and contributions are the essential resources for the functioning of the TIKVA SECOURS Federation and its affiliated associations.

Active members and benefactor members are required to pay an annual membership fee, the amount of which is set each year by the Federal Board of Directors.

Honorary members are exempt from membership fees. They may, however, make voluntary payments, treated as donations.

Any membership fee, contribution or sum paid is definitively acquired by the beneficiary organisation and cannot give rise to any reimbursement.

3.2 – Annual membership fees for members of the Federation and affiliated associations

Every member of the Tikva Secours Federation, whether a direct member of the Federation or attached to an affiliated association, is required to pay a compulsory annual membership fee.

The membership fee is due on the anniversary date of the first membership and must be renewed each year on that same date.

The reference amounts, serving as the basis for membership, are set as follows:

Active member: 25 €

Student member: 10 €

Benefactor member: 40 € minimum

Membership fees are collected by the Tikva Secours Federation, which manages their distribution.

The share due to affiliated associations is paid monthly on the 28th of each month, for all membership fees received during the preceding period, according to the following breakdown:

Active member (25 €)

→ 15 € paid to the affiliated association

→ 10 € retained by the Federation

Student member (10 €)

→ 8 € paid to the affiliated association

→ 2 € retained by the Federation

Benefactor member (40 € minimum)

→ 25 € paid to the affiliated association

→ 15 € retained by the Federation

The reference amounts serve only as a basis for membership.

In the event of a contribution exceeding 40 € for a benefactor member, only the excess portion is subject to an additional breakdown, with 70 % going to the affiliated association and 30 % to the Federation.

Membership fee amounts may be revised annually by decision of the Federal Board of Directors.

3.3 – Annual federal membership fee for affiliated associations and delegations

Each association or delegation affiliated with the Tikva Secours Federation is required to pay a fixed annual federal membership fee of 100 €.

This fee must be paid no later than 1 December of each year to the Federation's bank account.

The share retained by the Federation from member fees constitutes the variable federal contribution, intended to finance the Federation's coordination, structuring, representation and development missions, both at national and international level.

The President of an affiliated association or delegation, both in France and internationally, is exempt from the federal membership fee, in recognition of their commitment and responsibilities.

3.4 – Collection and redistribution procedures

When membership is completed via the official website www.tikva-secours.org, the amounts are collected by the Federation, net of banking and technical fees.

When membership is completed directly with an affiliated association, the latter pays the Federation the federal share of the membership fee in accordance with the procedures set by the Board of Directors.

Donations made via the website for the benefit of an affiliated association are paid to that association, after deduction of applicable transaction fees.

3.5 – Provisions applicable internationally

In countries where the Federation operates through representatives or teams that are not constituted as an affiliated delegation, no federal membership fee is required.

Internationally affiliated delegations pay an annual fee, the amount of which is determined in consultation with the Federation, taking into account the local context and their financial capabilities.

Article 4 – Member obligations

Every member undertakes to:

  • Comply with the statutes and regulations in force;
  • Comply with the ethics and disciplinary charter;
  • Never act contrary to the missions, values and interests of the Federation.

Article 5 – Resignation, removal and end of mandate

Membership is lost in particular by:

  • Written resignation;
  • Death or dissolution;
  • Non-payment of membership fee;
  • Exclusion for serious misconduct, following due process.

A member of the Board of Directors is deemed to have resigned by operation of law after five consecutive unjustified absences.

Title II: General meetings and representation

Article 6 – Proxies

Each member may hold a maximum of three proxies.

Blank proxies are null and void and are not taken into account.

Title III: Functioning and associative life

Article 7 – Use of premises

Smoking is strictly prohibited in all premises used by the Tikva Secours Federation or its affiliated associations.

The consumption of alcohol is in principle prohibited. However, by way of exception, it may be authorised in the context of special events (official meetings, social gatherings, specific events), subject to prior express authorisation from the Federation or the competent governing body.

In any event, any consumption of alcohol must remain moderate and responsible, without excess, and must not compromise the safety of persons, the smooth running of activities, or the image and values of the Federation and its affiliated associations.

Article 8 – Financing, management and use of uniforms, equipment and materials

The Tikva Secours Federation (FTS) is responsible for the administrative management, ordering and financing of uniforms, equipment and materials required for carrying out missions.

However, the actual financing of these uniforms, equipment and materials is carried out by the affiliated associations (TS), which transfer to the Federation the full amount of the corresponding funds prior to any order.

The uniforms and equipment made available remain the exclusive property of the Federation or the affiliated association concerned, with the exception of polo shirts, in accordance with the procedures specified below.

Regarding polo shirts:

Each member is required to contribute 50 % of the total price of the polo shirt.

In the event of resignation, departure or cessation of duties, the member retains the polo shirt(s) acquired.

Members are invited to contact their Tikva Secours affiliated association to discuss the practical financing arrangements with the President.

For student members or members in financial difficulty, the affiliated association may, if its financial situation allows, cover the full cost of the polo shirt. This decision is at the discretion of the association's President, after consultation with the Board of Directors if necessary.

Uniforms, equipment and materials must be used in accordance with federal rules, exclusively in the context of missions, and maintained with the greatest care.

In the event of resignation, exclusion or departure, for whatever reason, all equipment and materials made available (excluding personal polo shirts) must be returned without delay to the Federation or the affiliated association concerned.

Article 9 – Safety and conduct of activities

Designated responsible persons are authorised to interrupt any activity when safety conditions are not met.

Article 10 – Training

Participation in training courses offered by the Federation or its partners is strongly recommended.

Article 11 – Insurance

The Federation and its affiliated associations take out insurance covering their civil liability in the context of their activities.

Title IV: Financial management

Article 12 – Commitment of expenditure

Any expenditure exceeding 150 € must be subject to prior approval.

Internationally, all expenditure is subject to authorisation from the Federal Bureau.

Article 13 – Reimbursement of expenses

Expenses incurred for the needs of activities are reimbursed upon presentation of supporting documents, within the limits set by tax regulations.

Title V: Final provisions

Article 14 – Amendment of the internal rules

These internal rules are adopted and amended by the Federal Board of Directors.

Any amendment is notified to members within fifteen days.
